Why has Brown not been seated?

A check of the Senate website still shows Paul Kirk (D-MA) as the junior senator from Massachusetts.

The special election was on January 19th, 15 days ago. When Ted Kennedy won his own special election, he was seated a few days later. When Nikki Tsongas won a special election to a Massachusetts House seat, she was seated THE NEXT DAY by the Pelosi-led Democrats.

Scott Brown beat Coakley by 52-47 - not anywhere near needing a recount. The result is not in doubt - so why is Paul Kirk is still casting votes?
